It takes one incompetant crony, one no-bid contract to Halliburton, a dozen low-level political operatives appointed to positions for which they have no discernable experience besides loyalty to the president, and 100,000 paid mercinaries doing the same jobs as our troops for 5 times the money at taxpayers expense.
Add a CEO with a billion dollar severance package payable upon completion despite the later discovery that the lightbulb was fine and nobody had tried flipping the switch.
A public relations think tank would then need to be formed to come up with clever Orwellian semantic techniques for blaming it all on Bill Clinton.
