No - until businesses are faced with meaningful fines, "the rest of the schemes are for naught". The year that WalMart was fined $11 million, the company made $285 BILLION - basically a rounding error. (Compare it to being fined one cent for every mile over the posted speed limit - hardly a deterrent.) If businesses & individuals were fined 5% of gross income for the first offense, 10% for the 2nd offense & 10% + mandatory jail time for the CEO for every additional offense, (and making those fines not tax deductible) I think businesses & individuals would find it cost INEFFECTIVE to hire illegals. And if XYZ company or Mr. or Ms. Smith uses subcontractors & the subcontracting company has been found guilty of hiring illegals, they are on notice that they (if XYZ company or Mr. or Ms. Smith) are liable for the same fines. If there weren't any jobs, would the illegals still come?
