There is plenty of water on this planet but it has to be captured, stored, and transported. If new storage can’t be created, (ex. Two Forks), logic dictates that existing storage should be expanded. No way.
“You’re not going to end run this deal.” And the sad thing is that there is no politician of either political stripe who has the testosterone to pick up a battering ram. It’s so much easier not to the rock the boat - makes for easier re-election. Just wring the hands. It proves that you’re concerned.
Meanwhile back to the hot, dry, water-less summer.

It's a little more complicated than just building a bigger bucket to store the water. You have to have the seniority and the physical supply to store the water, and right now the South Platte River is way over appropriated with senior rights taking all available water. Pumping from the western slope (ie. Colorado River) runs into big dollars (who will pay, the users of course) and also federal regulations and compacts between states.

According to the article:

"A plan to store more water at Chatfield Reservoir has been delayed at least four years, bogged down by federal budget cuts and Hurricane Katrina-related dam concerns, Colorado water officials say. "

and...

"Browning said that after Hurricane Katrina, competition for federal dollars to conduct studies increased sharply, as did the Corps' concerns that any unexplored flood dangers be closely examined."

And it's so urgently needed because...

"I'm very impatient with how long this is taking," said Rick McLoud, water resources manager for Centennial Water and Sanitation District, which serves Highlands Ranch.

"It's extremely important to the South Metro area because we're overly dependent on (non-renewable) groundwater. "
