Your headline is misleading. I doubt that those who voted 'no' were thinking of 'sparing' this idiots life. Rather they'd like to see him suffer and fully experience the penalty of his crime. Especially if he thinks that if us 'infidels' kill him he'll be rewarded with 100 virgins.
I sure hope he gets to hang around with the rest of the prison population. He should have quite a time of it.

Moussoui and any other Islamist jihadists that we can get our hands on should be executed.
We are at war, and those who have sworn the destruction of America and the West should be killed as fast as we can find them.
And Congress should officially declare war on Islamist jihadists (and the Islamo facsists who support them) to enable our government to do a far better job of protecting us from them.
